3.42 Social mission of universities
The social mission of the university is evident in the history of the land grant universities (LGUs) in the U.S. Established
by a bill sponsored in the US Congress by Justin Morrill in 1862, LGUs came into existence as a result of the Morrill Act
which levied taxes on citizens in every state to establish higher education for "agriculture and mechanical arts." Campuses
were intended to be open to all who wanted to study, regardless of income level or class and, eventually, race or gender.
